Programme of Work: Summary
1. STRATEGY:
Needs assessment in tourism education and training. Human Resource Development Plans.
This programme is directed towards governments of UNWTO Member States. The aim of this programme is to strengthen National Tourism Administrations (NTAs) capacity to the manage the tourism sector by carrying out an assessment of the sector’s strengths and weaknesses in education and training, and a gap analysis to identify the difference between the educational supply and the tourism sector’s needs. Policy recommendations and Strategic Development Plans are developed based on the findings of these studies. This programme can also be used to evaluate institutions responsible for the management of the tourism sector and to come up with recommendations for the improvement of these institutions (implementation of this programme is in progress). This programme is closely related to Programme 2 of the capacity building programme.

2. CAPACITY:
Capacity Building Initiatives for Tourism Management Administrations (TMAs).
This programme is directed towards national, regional and local governments of UNWTO Member States and aims to strengthen the capacity of TMAs through the following programmes:
- Practicum. This Programme is aimed at public administration officials and its objective is to strengthen the ties between UNWTO and the TMAs, as well as to familiarize participants with the programmes and instruments offered by UNWTO. This programme is carried out at UNWTO Headquarters in Madrid and at the UNWTO.Themis Foundation Headquarters in Andorra.
- Training Courses: Capacity building courses offered in the TMAs core areas of responsibility. These training seminars are carried out in different regions of the world.

3. VOLUNTEERS:
Applied Training in Development Assistance.
The objective of this programme is to support National, Regional and Local Tourism Administrations in the formulation and/or implementation of tourism development plans, programmes and/or projects in a specific region or geographical area in the country. A second objective of the UNWTO.Volunteers Programme is to train young professionals in tourism as an instrument for development.

4. TEDQUAL:
Quality Assurance System for Education and Training Programmes.
This programme is directed towards Tourism Education and Training, and Research Institutions. The UNWTO.TedQual System is a voluntary quality assurance system developed for tourism education and training programmes and is the property of the UNWTO.Themis Foundation.

5. INTERNSHIP:
This programme offers recent graduates (Interns) and young professionals (Fellows) with a solid background and professional trajectory the opportunity to gain international, professional experience at an institution that is part of the UN System.
